First, Work Out How Far the Problem Goes
One fixture is slow and everything else drains normally
The blockage is local, in that fixture’s trap or branch line. Usually straightforward.
Several fixtures are slow
The main line is the problem. A blocked main shows up first in a tub, a shower or a floor drain, because that is the lowest opening.
Gurgling from one drain
Means air is being pulled through the system because water cannot move freely. Also a main line sign.
Waste coming up into a tub or shower
Stop running water anywhere in the house and call. That is a backup, not a routine drain cleaning.
A Camera Video Can Get the City to Fix a Break for Free
There is one real exception, and most Carrollton homeowners never hear about it.
If your sewer line has a structural defect, a break, a collapse or a separated joint, in the public right-of-way under the sidewalk or street, the city’s Public Works department excavates and repairs it at no cost to you. Plumbers are not allowed to dig in the right-of-way at all, because the gas, water, electric and telephone lines share that ground.
The city will only act on evidence. Its policy requires a camera video of your sewer line, from your plumber, that shows the defect. Its wastewater supervisor reviews the video and calls you to discuss it. If it confirms a structural defect in the right-of-way, Public Works schedules the repair.
A sewer camera inspection runs 150 to 400 dollars. If the video shows a break under the street, that inspection is what moves the repair from your bill to the city’s. We record the inspection, mark where the defect sits relative to the property line, and give you the video to send.
The Property Line Cleanout
Depending on the age of the house, you may have a property line cleanout: a 4 inch capped pipe at ground level, usually at the edge of the easement just behind the sidewalk, roughly 9 to 11 feet from the curb. Some have been buried under landscaping or sod.
It matters because it gives us access to the line at the property line rather than only at the house. That makes clearing a main line faster, and it lets a camera show whether a defect is on your lot or in the right-of-way, which is the question the city will ask.
If you do not have one, it can be added. Installing a property line cleanout needs a permit from City of Carrollton Building Inspection, 972-466-3225, before work starts.
This is general information, not legal advice.
Meet James Armstrong
Meet the Master Plumber Serving Carrollton: James Armstrong
James Armstrong has been a Mesquite-resident Master Plumber since 1995. What began as helping neighbors fix leaky faucets turned into a career — and eventually a family business, built on one simple rule: treat people right, do the job with integrity, and always stand behind your work. Today, James and his crew serve Carrollton, Sachse, Garland, and the broader DFW metro from the Mesquite headquarters at 844 Dalworth Dr.
“In thirty years of plumbing across the DFW metro, including Carrollton, the drain calls almost always come down to two things: tree roots in the older neighborhoods, and grease and hair buildup in the newer developments. We camera-inspect first, then choose hydro-jetting or snaking based on what we actually see — not on what gets you to the highest invoice.”

Drain Cleaning in Carrollton, TX: Frequently Asked Questions

Yours. The City of Carrollton's Sewer Stoppage Policy treats the whole line from your house to the point where it ties into the city main as the homeowner's, including the part under the sidewalk and street. The city maintains the mains. Clogs and roots anywhere in your line are yours to clear.
Yes, if the break is a structural defect in the public right-of-way and you can show it. The city asks for a camera video of your sewer line from your plumber. If its wastewater supervisor confirms the defect, Public Works repairs that section at no cost to you. A camera inspection runs 150 to 400 dollars.
A plumber, in most cases. The city asks you to call its emergency line at 972-466-3425 only if there is sewage in the street or your neighbors are backing up at the same time. If the city sends a crew and the problem is in your line, it charges 75 dollars during business hours and 150 dollars after hours.
Because the clog is a symptom rather than the problem. A line that blocks repeatedly usually has scaled cast iron, root intrusion, or a low spot holding water. Cabling clears the blockage without changing any of those, so it returns. A camera inspection at 150 to 400 dollars shows which one you have.
It is a 4 inch capped pipe at ground level, usually just behind the sidewalk about 9 to 11 feet from the curb, that opens your sewer line at the property line. Older Carrollton homes may not have one, and some are buried under sod. Adding one requires a permit from City of Carrollton Building Inspection.
Cabling runs a steel cable down the line and punches through the blockage, restoring flow fast. Hydro jetting uses high pressure water to scour the pipe wall back toward full diameter, removing scale and grease rather than drilling through them. Cabling treats the clog. Jetting treats the pipe.
