First, Work Out How Far the Problem Goes
One fixture is slow and everything else drains normally
The blockage is local, in that fixture’s trap or branch line. Usually straightforward, and it can wait for business hours.
Several fixtures are slow, or the lowest drains back up when you run water elsewhere
The main line is the problem. The City of Seagoville’s own guidance says a sewer blockage backs up through floor drains and toilets at the lowest point in the house, and keeps overflowing until the blockage is removed or sewage stops entering the line.
Gurgling from one drain when you use another
Means air is being pulled through the system because water cannot move freely. Also a main line sign.
Waste coming up into a tub or shower
Stop running water anywhere in the house, including the washing machine and dishwasher. Then do the cleanout test below.
Main line breaks
Rockwall is supplied by the North Texas Municipal Water District. A break between the meter and the house is yours, and it usually shows up as no pressure plus a wet spot in the yard that has no reason to be there.
Your Sewer Line May Run to the Alley
When the city explains what it will mark before a dig, it says it spots the water main and sewer main at no charge, but only “the mains in the alley”, and cannot mark the lines on your property.
That matters for drain work. On a Seagoville lot served from the alley, the sewer line leaves the back of the house and runs under the backyard, not the front lawn. That is where the cleanout usually is, where tree roots find the pipe, and where any repair would happen. Before you plant a tree or build a shed or fence along the back of the lot, know where that line runs.
To have the city spot its mains, call 972-287-6823. For anything that goes in the ground, call 800-DIG-TESS (800-344-8377) first, at least two business days and not more than two weeks before you dig.
The city points out that Texas law requires the call, and that whoever damages a buried line without calling is billed for it.
The City's Other Tip: A Pop-Off Valve
The City of Seagoville recommends a pop-off valve. In the city’s words, it opens automatically to relieve the line if there is a backup, and the city calls them inexpensive and easy to install. Fitted as the cap on an outside cleanout, it lets sewage spill out in the yard instead of coming up into a tub or floor drain. If your home has backed up before, it is worth asking about when we are out.
Meet James Armstrong
Meet the Master Plumber Serving Seagoville: James Armstrong
James Armstrong has been a Mesquite-resident Master Plumber since 1995. What began as helping neighbors fix leaky faucets turned into a career — and eventually a family business, built on one simple rule: treat people right, do the job with integrity, and always stand behind your work. Today, James and his crew serve Seagoville, Sachse, Garland, and the broader east DFW metro, with most calls dispatched and on-site within 25 minutes of the Mesquite headquarters at 844 Dalworth Dr.
“In thirty years of plumbing across the DFW metro, including Seagoville, the drain calls almost always come down to two things: tree roots in the older neighborhoods, and grease and hair buildup in the newer developments. We camera-inspect first, then choose hydro-jetting or snaking based on what we actually see — not on what gets you to the highest invoice.”

Cabling or Hydro Jetting
The City of Seagoville’s own FAQ settles who to call about a sewer backup: open your cleanout and look. Here is what each answer means.
| Cleanout is dry | Water is standing in the cleanout | |
|---|---|---|
| What the city says | Call a plumber | Call the city |
| Where the blockage is | Between the house and the cleanout. That is your line | Past the cleanout, so the city checks its side first |
| Who to call | James Armstrong Plumbing, 214-918-6109 | City of Seagoville Water Utilities, 972-287-6823, Monday to Thursday, 7:30 a.m. to 5:30 p.m. Outside those hours, the city’s non-emergency line, 972-287-2999, press 1 |
| If it turns out not to be the city’s | Not applicable | The blockage is further down your own line, and then it is ours |
| What to do right now | Stop running water anywhere in the house, including the washing machine and dishwasher | Stop running water anywhere in the house, then call the city before you pay anyone |
| If it keeps happening | A sewer camera inspection, 150 to 400 dollars, shows whether it is roots, grease or a belly | Ask us about the pop-off valve the city recommends |
Your cleanout is usually a white plastic cap, about 4 inches across, in the yard. Open it slowly and stand to one side, because a full line can push water out.
This is general information, not legal advice. Confirm current guidance with the City of Seagoville.

Open your sewer cleanout first. The City of Seagoville says that if there is no water in it you need a plumber, and if water is standing in it you should call the city. City Water Utilities is 972-287-6823, Monday to Thursday, 7:30 a.m. to 5:30 p.m.
The City of Seagoville describes it as a white plastic cap, usually 4 inches across, in your yard. On lots served from the alley it may be toward the back of the house. The city asks homeowners to know where it is and keep the cap tight, because a loose cap lets debris into the line.
Because the clog is a symptom rather than the problem. A line that blocks repeatedly usually has root intrusion, grease buildup, or a low spot holding water where the clay soil has moved the pipe. Cabling clears the blockage without changing any of those, so it returns. A camera inspection at 150 to 400 dollars shows which one you have.
It is a cap on your sewer cleanout that opens automatically when the line backs up, so sewage overflows in the yard instead of inside the house. The City of Seagoville recommends one and calls them inexpensive and easy to install. If your home has backed up before, it is worth having.
Not for clearing a drain, and the city says replacing fixtures on existing plumbing needs no permit. Work that changes the plumbing, such as replacing sewer line or adding a cleanout, is permitted work. The city's current fee schedule lists a residential plumbing permit at 75 dollars.
Cabling runs a steel cable down the line and punches through the blockage, restoring flow fast. Hydro jetting uses high pressure water to scour the pipe wall back toward full diameter, removing scale and grease rather than drilling through them. Cabling treats the clog. Jetting treats the pipe.
