Emergency Plumbing in Cedar Hill, TX
If water is running and you cannot stop it, do this before you keep reading.
Shut off the water at your personal cut-off valve. The City of Cedar Hill says it is typically in the ground near the house or inside where the service line enters the house. Do not use the valve in the meter box by the street. That valve belongs to the city, and the city charges a penalty fee, plus the cost of repairs if it breaks, when a resident turns it.
If you smell gas, leave the building first with everyone in it, including pets. Do not flip switches or use your phone inside. Once you are outside and away, call 911. Then call Atmos Energy at 866-322-8667. Atmos is the gas utility for Cedar Hill and will make the line safe. Call us at 214-918-6109 for the repair once the area has been cleared.
For a main break, water in the street, or a sewer problem the city handles, call the city’s after-hours water and sewer line, 972-780-6643. For everything else, call 214-918-6109.

What Fails in Cedar Hill Homes
Cedar Hill’s housing is younger than Duncanville’s next door. The Census Bureau’s 2019 to 2023 American Community Survey counts about 17,000 homes in the city, and about three quarters were built between 1980 and 2009. Only about 6 percent are older than 1970.
1980s and 1990s homes
Copper supply lines under the slab are now thirty to forty-five years old, the age when pinhole and slab leaks start. Some homes from the 1980s and early 1990s were plumbed with gray polybutylene, which tends to fail at a fitting with no warning.
2000s homes
Newer supply materials, and water heaters that are on their second or third tank. When an attic tank fails, you find out through the ceiling.
The ground moves unevenly
Cedar Hill runs from 548 feet above sea level to 866 feet, according to the city’s 2024 water master plan, and the soil changes with it. USDA soil survey maps the center of the city as Stephen silty clay, with soft chalk bedrock about 15 inches down, while a point on the west side maps as Heiden clay, a Vertisol nearly five feet deep with a very high shrink-swell rating.
The city requires engineered foundations for new homes in its Eagle Ford Shale areas, with drilled piers where the soil can heave more than 4 inches. Ground that swells in one place and sits still a few feet away is what shears a pipe under a slab.
Pressure
Lower-lying homes in both of the city’s pressure planes are required to have their own pressure reducing valve.
If every faucet suddenly runs hard and the water heater’s relief valve starts dripping, that valve may have failed. It is not an after-hours emergency unless something is leaking, but do not let it go for weeks.
The Valve in the Meter Box Is Not Yours
Cedar Hill draws a clear line. The city owns and maintains everything up to and including the water meter. You own and maintain everything from the meter’s service line connection to the house.
Inside the meter box sits a valve called the angle meter stop. The city calls it a sensitive device that breaks easily unless it is turned carefully, and only city crews are authorized to operate it. If a resident uses it and it breaks, the repair is charged to that resident’s utility bill, on top of the penalty fee.
That leaves one valve that is yours to use in an emergency: the personal cut-off valve on your service line. The city asks every homeowner to know where it is, keep it working and know how to turn it. It also warns that these valves get lost over the years, buried in the yard or under landscaping, and that a few very old homes do not have one at all.
If you cannot find yours, or it will not turn, that is worth fixing before the night you need it.
We can locate it, replace a seized valve, or install one where there is none.
When the City Will Shut the Water Off for You
City staff will shut water off at the meter box for an emergency during normal business hours; the Utility Services number is 469-272-2931. Outside those hours, the city lists extended on-call windows: Monday through Friday from 5 PM to 9 PM except holidays, and Saturday mornings. For those windows, the number is 972-780-6643.
The city is candid about the limits. Staff are on call if resources permit, crews are small, several emergencies can happen at once, and response times depend on staffing and workload that day. Its own advice is that knowing your personal cut-off is the best option you have.
Outside those windows, and all night on Saturday and Sunday, plan on your own valve being the only fast way to stop the water.
Meet James Armstrong
Meet the Master Plumber Serving Cedar Hill: James Armstrong
James Armstrong has been a Mesquite-resident Master Plumber since 1995. What began as helping neighbors fix leaky faucets turned into a career — and eventually a family business, built on one simple rule: treat people right, do the job with integrity, and always stand behind your work. Today, James and his crew serve Cedar Hill, Sachse, Garland, and the broader DFW metro from the Mesquite headquarters at 844 Dalworth Dr.
“In thirty years of plumbing across the DFW metro, including Cedar Hill, the drain calls almost always come down to two things: tree roots in the older neighborhoods, and grease and hair buildup in the newer developments. We camera-inspect first, then choose hydro-jetting or snaking based on what we actually see — not on what gets you to the highest invoice.”

Emergency Plumbing in Cedar Hill, TX: Frequently Asked Questions

No. The angle stop valve in the meter box is City of Cedar Hill property, and only city crews are authorized to operate it. The city charges a penalty fee if a resident uses it, plus the repair cost if it breaks. Use your personal cut-off valve, usually in the ground near the house or where the service line enters.
During normal business hours, and in extended on-call windows on weekdays from 5 PM to 9 PM and on Saturday mornings, if staff are available. Call Utility Services at 469-272-2931 in business hours, or 972-780-6643 after hours. The city says response times depend on staffing and workload, and that knowing your own cut-off valve is your best option.
Yes. We come out for genuine emergencies outside normal hours, and an after-hours call carries a flat 199 dollar dispatch fee, stated on the phone before we come out. For same-day service at regular rates, call before noon on a weekday.
We are based in Mesquite, about 38 minutes from Cedar Hill before traffic. Plumbers closer to you can usually get there sooner. If water is still running and you cannot stop it, call whoever can reach you first. If the water is off and you need the problem found and fixed properly, call us at 214-918-6109.
It can. The city adjusts one bill in any 12 months for a leak that could not reasonably be seen, such as a slab leak, for up to half of the largest bill in the previous three months less normal usage. You need a paid plumber's receipt and a written statement. Running toilets and faucets do not qualify.
Leave the building immediately with everyone and every pet. Do not touch light switches, appliances or any phone inside, and do not open or close any gas valve. From a safe distance outside, call 911, then call Atmos Energy at 866-322-8667, the gas utility for Cedar Hill. Call a plumber only after Atmos or the fire department says it is safe.
