If It Clogs Every Week, the Toilet Is Not the Problem

A 1.28 gallon flush carries less water down the line than a 3.5 gallon flush did. On a modern PVC line at proper slope that is fine, which is why newer Rockwall construction rarely has trouble with it.

On old pipe it is a different story.

Bungalows and older homes on original cast iron. Cast iron corrodes and scales from the inside, so the pipe wall roughens and the effective diameter shrinks. Less water pushing waste through a rougher, narrower pipe means solids stall where they used to clear.

Developed in 1974, so those 800-plus homes carry roughly fifty years of drain line and fifty years of tree growth over it. Root intrusion and offset joints do the same thing scale does.

Weak Flush Is Usually Not a Clog

The tell is a flush that got weaker gradually rather than one that failed suddenly. A sudden failure is a flapper, a chain, or a fill valve. A slow decline over a few years is scale.

Scale can usually be cleared and the toilet keeps working. If someone quotes you a new toilet without looking under the rim, get another opinion.

You Cannot Buy Your Old Toilet Again in Texas

Worth knowing before you shop.

Texas Health and Safety Code Section 372.002 bars selling, offering for sale, or distributing a toilet in this state that exceeds an average of 1.28 gallons per flush, for anything sold on or after January 1, 2014. TCEQ maintains the list of fixtures certified to meet it. That applies to what retailers can sell you, so if your house has an original 3.5 gallon toilet from the 1980s, or even a 1.6 gallon model from the 1990s, there is no legal like-for-like replacement available in Texas.

That is not a reason to worry. Modern 1.28 gallon toilets move waste better than the early low-flow generation did, because bowl and trapway design improved substantially after the standard tightened. It does mean the new one behaves differently from the one you have had for twenty years, and it means anybody promising to install “the same toilet you had” is not telling you the truth about Texas law.

Where it does matter is on an old drain line, which is the next section.

The Thing That Surprises People During a Replacement

When we pull an old toilet in an older Rockwall home, the closet flange underneath is what we are actually worried about. That is the ring that anchors the toilet to the floor and seals it to the drain.

On a house with cast iron drains, flanges corrode. On a house that has had a wax ring leak for a while, the subfloor around the flange can be soft. Neither is visible until the toilet is off the floor, and both have to be dealt with before a new toilet goes down, because a toilet bolted to a broken flange will rock, leak, and fail again.
