Frisco Is On Its Second Water Heater, and Sometimes Its Third

Most water heater pages are written for someone buying their first one. In Frisco that is usually not who is reading.

Frisco’s big early developments went up between roughly 2000 and 2005, which makes them twenty to twenty-five years old. A tank water heater lasts somewhere around eight to twelve years here. Do the arithmetic and those houses replaced once around 2013 to 2015, and a lot of them are due again right now.

That matters because the second time around, people remember the first time. They remember the install that took two hours and the unit that died in year seven. They remember finding out afterward that no permit was pulled. They remember the pan that turned out to have no drain line.

So this page is written for that reader. Here is what actually determines whether the second one lasts longer than the first.

The Install Matters More Than the Unit

North Texas builds slab-on-grade, so there is nowhere below the house to put a water heater. In Frisco’s post-2000 stock that means attics and upper-floor closets, which is where eighty gallons can come through a ceiling instead of onto a garage floor.

Frisco adopted the 2024 codes with local amendments effective March 1, 2026. Under those codes, a water heater installed where a leak would damage the structure or finishes below has to sit in a pan. What an inspector is checking:

  • A pan under the full footprint of the unit, at least an inch and a half deep, in corrosion-resistant material.
  • A pan drain of at least three-quarters of an inch, run as an indirect waste line and terminated somewhere a person will actually see water coming out.
  • A properly run temperature and pressure relief discharge line, unthreaded at the end, terminating where a discharge is visible.
  • Thermal expansion control where a backflow preventer has made the system closed, which is common in newer construction.
  • A pan that is not being used as a storage shelf, which is one of the more common attic write-ups.

 

Worth knowing honestly: where an existing water heater never had a pan drain installed, code does not require adding one on a straight replacement. That does not mean you should skip it. It means we will tell you it is optional, explain what an attic failure costs without it, and let you decide rather than billing it as mandatory.

Frisco Makes the Permit Fast, and That Cuts Both Ways

Frisco offers Self Service permits, which give immediate access for a short list of residential replacements. Water heaters are on that list, alongside heating and cooling systems, roofs replaced with the same material, doors and windows, and minor electrical and plumbing work.

That is genuinely good news. It means a water heater replacement in Frisco does not sit in a plan review queue.

What it does not mean is that the requirements went away. A fast permit is still a permit, the work is still inspected, and Frisco is stricter than its neighbors about who is allowed to do it:

  • Every contractor working in Frisco must be registered with Building Inspections before a permit is issued. Registration requires an application, a fee, a Texas driver’s license, a trade license verified through the Texas State Board of Plumbing Examiners, and proof of liability insurance. Registered contractors receive an R-Number.
  • A licensed journeyman must be on site at all times while plumbing work is in progress. Violating that can revoke a contractor’s registration to do business in Frisco.
  • You can check any contractor’s registration yourself through Frisco’s eTRAKiT system.

 

As of August 1, 2026 Frisco also applies a 6 percent technology fee to all permits under Ordinance 2026-05-40.

If your last water heater went in without a permit, that is worth knowing now rather than at resale, when a buyer’s inspector asks.

Why Frisco Tanks Do Not Reach Their Rated Life

Frisco is supplied by the North Texas Municipal Water District, and that treated water is moderately hard. Hard water drops calcium and magnesium out as scale on the bottom of the tank, and that scale layer insulates the burner from the water it is supposed to be heating. The unit runs longer for the same hot water, and the tank bottom runs hotter than it was designed to.

Scale also interferes with the anode rod, whose entire job is to corrode so the tank lining does not. When the anode is spent and nobody has looked at it, the lining is next.

Neither of those is exotic. Together they are why a unit rated for a dozen years quietly becomes an eight-year unit in Collin County, and why we flush and check rather than defaulting to a quote.

Sizing, and the Complaint We Hear Most

The right size depends on bathroom count, how many people live in the house, and how much hot water gets used at the same time. It does not depend on what happened to be installed before, which is how undersizing gets repeated from one replacement to the next.

Undersizing is the single most common complaint we hear about somebody else’s install. Oversizing costs you every month in standby loss. Larger Frisco homes sometimes run two units, and where that is the case they do not necessarily need replacing at the same time.

A burst or spraying pipe, a split water heater tank, sewage backing up into tubs or showers, no water in the house, or a slab leak you can hear running all warrant a call tonight. One clogged toilet with another working, a water heater that is out but not leaking, a slow drain, or a dripping faucet will almost always keep until morning.
